How can I prevent Prerequisites-2025* installation to go online ?

I want to compile PETSc without going online. Obviously PETSc compile with a newest version of Openmpi, that I don't have on my machine and later prevent me to configure Code Aster 18 for installation.
1) So How can I compile it offline with my version of Openmpi 4?
2) How can I prevent Prerequistes installation to go online?

./builder.sh --help

usage: builder.sh [options]
Build code_aster requirements.
It just calls 'make' by setting ARCH, RESTRICTED, ENVTYPE variables.
Optional environment variables (undefined by default):
DISTR: to force the configuration (value: cronos, debian-XX...)
USE_INTRANET: to force use of intranet servers (value: 1)
USE_PIXI: use pixi environments by default (automatic set to 0 on selena, cronos)
Options:
-h/--help Show this help. --root Root directory
--intel Use intel compilers (default: gcc) --mkl Use mkl (default: openblas)
--impi Use impi (default: ompi) --mpi=value Use this mpi value (default: ompi)
--edf Use restricted repositories/versions
--gpl Use open-source only
--suffix Suffix to be added to the install directory (example: '-py3.11')
--nogcc Remove gcc from archive or installed environment
--nompi Remove openmpi from archive or installed environment
--debug Build prerequisites in debug mode
--install Install requirements into ROOT (default: build archive)
--force-env Force to rebuild the environment (to create a new archive for example)
--offline Use this option when building without external connection
You should have previously run 'builder.sh setup-offline'.
